Foreign Policy Libya has good relations with other countries.  Where neighboring countries need help, Libya helps beyond its means.  
However, relations with the West are as cordial as those with the Arab and Islamic countries, because Libya has always maintained that the Arab and Islamic world can articulate its own policy, and that we must have the courage and the ummah to  We do not need the West, and because of this principle, international sanctions of a salty nature are imposed on it.

(1) Libya-Pakistan relations have been very tense from the beginning.  
The two countries have many common values.  
Both are Islamic countries. 
Both have the same historical traditions and culture.  
In foreign affairs, the two have almost the same goals.  
Both are close to reviving Islamic unity.  Both are supporters of hardline nations and minorities.  
Both are strong supporters of the restoration of Palestinian political rights and pose a serious threat to Israel's existence, not only to the Arabs but to the entire Islamic world.

The people of both countries have a deep love for each other.  Libyan Muslims in particular do not hold Pakistan in high esteem in each other's circumstances and consider each other's fears and stature in difficulties.  Risks help.  

(2) Pakistan had played an important role in Libya's independence movement. When the issue of Libya came up in the United Nations, Pakistan fully supported Libya's position. On the other hand, Libya also supported Jammu and Kashmir.  Always supported Pakistan on the issue of Pakistan. 

Shah and I attached great importance to Pakistan and were deeply concerned about its integrity, survival and development. Libya provided all possible assistance to Pakistan in the Indo-Pak war of 1965.  In the Arab-Israeli war, Pakistan strongly supported the Arab position, which was greatly appreciated in Libya. (3) In 1972, the President of Pakistan paid an official visit to Libya.  Zafi assured all kinds of help.  In the 1973 Arab-Israeli war, Pakistan fully supported the Arabs.  When Colonel Gaddafi arrived in Pakistan in February 1974 on the sidelines of the Second Islamic Summit, he was warmly received.  After the conference, he delivered a historic speech at La Horse Stadium in which he said:  The religion of Pakistan is the enemy of Lia, the army of Libya is the army of Pakistan, the resources of Libya are the resources of Pakistan.

 ”On this occasion, Lahore Stadium was named Gaddafi Stadium.  He later visited several major cities.  Colonel Gaddafi also provides financial support to Pakistan from time to time.  In 1975, when a devastating earthquake shook northern Pakistan, Libya ordered 16 million.  

On the other hand, Pakistan has been contributing to the construction and development of its manpower and technical experts.  Pakistanis are working in all areas of Libya.  Among them are Zameen, Dr. Amir and teachers.  Also important for the development of trade and industry between the two countries for more than half a century 
Steps have been taken.  In this regard, trade delegations have been brought from Libya to Pakistan and from Pakistan and discussions have been held several times at the ministerial level to enhance trade and industrial ties.  In this regard, in 1974, the two countries also set up a joint ministerial commission. 

 The two countries also signed an agreement in 2002 for the establishment of a joint publishing house, including a joint shipping corporation, a banking corporation, mutual investment and the establishment of Islamic centers, for which progress is being made.  Collaboration is growing in many areas.  A joint bank has been set up in Karachi.  In this way, friendly relations between production and Pakistan are being strengthened.
